機場捷運再延 明年3月通車

民眾等待20年的機場捷運，今年底確定無法通車，交通部昨日宣布，因為系統整合測試始終無法達到合格門檻，將延至明年3月31日通車。這是機捷通車時間第5度跳票，民眾將無法搭乘機場捷運參加明年2月底在桃園市舉辦的台灣燈會。
機捷通車時間延至3月底，避開明年2月7日起的農曆春節運輸高峰，也可避免重蹈台灣高鐵當年趕著春節前通車的混亂情況。
總統馬英九去年視察機場捷運，保證今年底通車。九合一選舉桃園市「藍天變綠地」，傳出鄭文燦市府暗中拖延，交通部政務次長曾大仁昨坦言和桃捷有「磨合期」，但已經溝通好，「機捷識別色為紫色，不是藍也不是綠，顏色不是問題。」機捷將在安全無虞、系統穩定下盡快完成。
曾大仁昨傍晚表示，機捷過去半年進行整合測試，發生很多困難，雖然可以掌握通車時間，「很遺憾不是在年底」。
高速鐵路工程局局長胡湘麟表示，原定今年3月底完成的系統整合測試，43項測試項目已完成42項，但車子開到台北站（A1）到林口站（A9）間路段，容易發生無線電斷訊造成電聯車緊急煞車、列車偵測錯誤、列車內號誌更新太慢等問題，系統穩定性始終達不到97.5％合格標準。
林口站至中壢環北站（A21）約35公里路段整合測試則已達標準，不過全線進行測試時，依正常發車頻率運行仍無法達到標準，加上日本包商丸紅系統整合能力不佳，改善速度慢，全線整合測試要達標得要等到下月中。
整合測試進度已延宕近半年，後續還有營運前運轉測試和模擬演練，各需耗費3個月才能進行初、履勘，年底難以完成。胡湘麟表示，林口到環北站會先做運轉測試，原本接續進行的運轉測試和模擬演練，也將併行處理，縮短作業時間。
高鐵局總工程司鍾維力表示，進度若順利，明年初相關測試和演練就會完成，等第三方獨立驗證機構勞氏公司提供認證報告，就會向交通部報請初、履勘。
桃園市長鄭文燦表示，中央與地方的共識是，通車前一定要做到「安全無虞、系統穩定」，桃園市政府也期盼機場捷運在明年3月底「如期、如質」通車。
